Dr. Owen Carter
Dr. Owen Carter (he/him) is a General Practitioner in London, UK, with a specialist interest in oncology and cancer diagnosis in primary care. He is a GP Partner at Lavender Hill Group Practice in Battersea and a Director of Battersea Primary Care Network. He also works at St George’s University Hospitals NHS Foundation Trust as a GP with a Specialist Interest in Oncology, where he co-leads the Rapid Diagnostic Cancer Clinic and established a non-site-specific rapid diagnostic service to support earlier diagnosis for patients presenting with concerning but non-specific symptoms.
Dr. Carter previously served as Clinical Director for Primary Care at Royal Marsden Partners Cancer Alliance and Clinical Chair for Non-Site-Specific Rapid Diagnostic Services, helping develop regional models to improve earlier cancer diagnosis across London.
Alongside his clinical work, he holds national leadership roles with Macmillan Cancer Support. After initially joining in 2016 as a Macmillan GP Facilitator and Clinical Borough Lead for Cancer, he became GP Associate Advisor for London, returned in 2023 as Clinical Advisor for London, and was appointed Macmillan’s National Clinical Advisor in 2024. In this role he contributes to national strategy and policy to reduce inequalities in cancer.
A central focus of Dr. Carter’s work is addressing cancer inequities affecting marginalised communities, particularly LGBTQIA+ populations. His work explores how primary care and rapid diagnostic pathways can help overcome barriers to earlier diagnosis, including delayed presentation, mistrust of healthcare systems, and gaps in sexual orientation and gender identity data. He advocates for inclusive service design, workforce education and improved data collection to ensure cancer services better reflect and serve diverse communities.
